A Virtual Power Plant (VPP) is a cluster of energy resources to create the effect and grouping benefits of a larger power plant.  Unlike a big factor in Demand Response VPP focus on two way communication with devices to create grouped effect of capacity based demand.
This means field DER are intelligently controlled and based upon the demands from a market, region or large set of consumers.
